Microsoft is not going to provide a solution to this. I have created a workaround that should serve as a permanent solution to the issue. Marking this as resolved.

I am aware that many users are seeing the table lines in their Outlook signatures. This began during the holiday break, and is not isolated to our company. I have seen multiple threads (example below) on Microsoft's forums regarding this issue. No reason has been determined and no viable solution has been provided by Microsoft.
